Buy some sugar soap from your local DIY store. Test it on a little unseen bit first. Sugar soap removes dirt, marks and even tabacco stains.

Take some mild liquid detergent and mix it a COOL bucket of water. Soak rag then squeeze out excess moisture. Wipe clean with damp cloth, then with dry rag over it. There are also a handful of wallpaper cleaners at Home Depot/Loews.

seriouly consider taking it off. put up a paint with more of a sheen like satin or pearl finish, these are much easier to clean. Very helpful when children are incolved. BUT you could try a Mr clean magic eraser

you can paint over it, bit it depends what the stains are. If its just dustry finger marks from the chuldren try stale bread. If lifts the dirt off just like a rubber. You can also try a rubber but rub very gently.

First, did you check the instructions when buying it? What did they say...is that wallpaper washable? If so use a soft sponge, some water and shampoo. Usually works!

Maybe try a slightly damp cloth?
You can also get kinda sponge things from Flash to clean walls with.

clean it with a damp rag and a little dish soap, when it gets out put a coating (teflon based) on the wall to make it easyer to remove later stains
