You asked this same question 4 days ago and it's still open. I'll give you the same answer today as I did then:

Circumcision does not violate the truth of Intelligent Design. In fact, the very act of circumcision is a "shadow" or "type" of the sign of God's true Covenant with human kind.

God tells Abraham at Genesis 17:10-11 that circumcision is "a sign of the covenant between Me and you." This sign is painful, permanent, and carried out on a private, hidden part of the body.

In Deut. 10:16, Deut, 30:6 and Jer. 4:4, God tells us it is His true wish for us to "take away the foreskins of your hearts." How can this be done? Jeremiah 31:31 tells us it is God's intention to make a "New Covenant" among His believers, beginning with the Jews. This necessitates another kind of circumcision.

Col. 2:11 tells us: "In Him you were also circumcised with the circumcision made without hands, by putting off the body of the sins of the flesh, by the circumcision of Christ ..." The spirit is also a private, hidden part within us; by cutting off our spiritual foreskins, both men and women experience pain, but it is this cutting that proves we have entered into God's New Covenant. For those under the New Covenant, physical circumcision is NOT required, although some still do for allegedly hygienic or asthetic reasons.

Well, it has been almost completely proven that circumcision helps in absolutely no way whatsoever, and if it was intelligent design, we wouldn't have to do it even if it was needed (it would already be done for us). Adding the fact that we are all stupid in our own ways, many more than others (I would say some more than others, but there is a lot more than some that are stupider than others), we get your answer, which is human idiocy.

A design proponent would just say that God put that extra skin there in order for the "covenant" to be made later. You know, good pre-planning. Even though it's obviously human idiocy, the argument you devised won't really cause a stir.

Seeing that modern doctors agree that circumcision provides a better means of hygiene and helps prevent infections and such - IT WAS INTELLIGENT DESIGN!

When man was first made, there was no danger of diseases until sin came and man started diddling with anything and everything not natural - from same sex to animals and the like.

Circumcision was not the answer all and God was not obliged to give it to man to prevent diseases, but he did.

Circumcision was started back in biblical times because it was a command from God. Also, circumcision is intelligent design because if men weren't circumcised they would endure bacterial infections.

You would have to go back several hundred years and look at the way people thought at the time that policy was brought into existence.
