Most vehicles do have some sort of speed limitation on them. My old S10 was set for 97mph and my Trailblazer is set to 108mph. Both had/have engines that were capable of sending each much faster than that.

I would imagine that the reason that most vehicles are not restricted at 70mph for US use is because if an auto manufacture ever put such a restriction on a vehicle the would not be able to sell that vehicle and make a profit.

Let us also not make the assumption that if all vehicles were restricted to 70mph that there would not be as many accidents or that auto insurance premiums would be reduced. There are plenty of other bad habits that drivers have that will keep both accident rates and insurance rates up even if there was speed restriction set into the vehicles.

Also there are many society's where people can only race factory cars. Drag racing, autocross all have factory classes that let normal everyday cars compete.
