Yuck, that's gross you poor thing! I would never have THOUGHT about lice. Complain to the super or apt manager, they really should take care of it, but we know how that works, right!?!
Ok, here you go. Technically pigeons are nuisance birds. I wouldnt want to hurt them either, but lice is pretty nasty, expensive if you have to keep dousing yourself and your apt, etc.
So if you can poke the nests with a long something==broomstick is great, just let them fall. the birds will fly away once you start poking, and if babies are in there, well you either live with it til they fly (a few weeks or so) or let them go to the Great Reward.
Then you'll need to de-louse that area--try the pet store, they'll have something by flea treatments, etc.
THEN you need to make sure they cant come back. Make a "pigeon baffle"--only you can know what shape it needs to be, but basically it's going to be something you can fasten to wherever, and make it so there's no flat surface for them to nest on. My neighbor used a roll of chicken wire and bent it all up to fit (around his chimney).
Good luck. I'd still call the super, you have the right to live LICE FREE!

You're real good to share your balcony with a bird. Putting dry whole grain (not rice) seeds like corn, barley and wheat is the best food for the parents and baby birds. Best you buy the real pigeon mix so the baby will get a good head start in life. The parents will feed the young birds a fine ground up food like milk from their special stomach. Later the bird will over time eat the whole grain. The best is not to disturb the parents while they take turns sitting on the eggs. If it's fertile it should hatch within 30 days. If she is comfortable with that nest she will continue to lay eggs there. What you have to do is clean the area after the younger ones leave the nest.or you may have problems with mites later on. Just for your information the young birds will return to this site as long as they are not threatened. I don't know if you are allowed to build a small coup where you live but that would be the best for the birds.

This sounds bad but pigeons are a non-native species...so if they are diseased you should not feel too bad about having the nest and babies removed. I would just ask the apartment manager to remove it for you. There are sooo many pigeons that if these ones are sick it might be for the best to have them removed.

If you call up your local pest control, they will be able to take the bird nest away without hurting them and take them somewhere where they'll be safe... but be careful, mothers are very protective over their young and could fly off and never come back to them.

Hmmm.... take down the nest.... or if maybe try sticking some moth balls in the nest or a rubber snake in it (realistic looking)..... if that doesnt work then your local animal control will help you out!
