I am planning in the future to give functional consultancy on my own site and ask people to pay for the advice i give. What are my chances to succeed?

I would try the website option but do not get too optimistic.
You need a strong experience in SAP and PeopleSoft.
You have to make a good web site.
You have to find customers
You have to satisfy their needs.
You have to get paid.

All of this takes a lot of energy.

I would say not good !
As you know the product is complicated and any company that has functional issues that you might address will find that often they will require technical answers or involvement. You will also have to over come issues of data privacy and security concerns before they will let you go reconfiguring their business systems.

The question that you will need ot answer for them in order for them to offer to pay you for advise, and you become a successful web site is . . "How will your advice result in a work flow change or better implementation of the product int he company that will save them money, or allow them to better use the product?"

At this point you would be competing with on site consultants and several good (and free) user forums. You will need to stand out above these, and i think that will be hard.
