Good - will stop kiddie pregnancies! where i grew up there were loads of girls that got pregnant at around 13 years old ( good old Essex!). You can't stop them so you may as well do something to prevent them from getting STD's or pregnant.
I don't know why, but over the years adolecents are getting sexually active younger and younger. Maybe it's the things they see on T.V. ?

Y r they in the toilets is it for the janitors to do more work or is that a scam to help people figure out what a condom is and how to use one and what it can prevent?

Well they're going to do it anyway, so it's better to persuade them to protect themselves from STD's and unwanted pregnancies. (Think of the poor babies having to put up with being unwanted and having teenage mothers too, poor little sods). Teenagers are such thoughtless and peer-driven creatures, someone should try to see that they don't make stupid mistakes. Better if the girls were not so free with their "favours" anyway. They seem to think if they don't do "it" they won't be popular - NOT TRUE - they will be much more respected, and not considered to be sluts.

Bad, because it encourges sex. The parents should give them condoms and explain responsibility. Schools promote abstinance anyways.

At the age that many students are when they are in secondary school, it is illegal to have sex. So why promote sex to underaged people when it is illegal by selling condoms?
