Well ... they don't, actually ... or, at least, not over here in Europe.
Hydropower generators are made to produce 10kV single-phase AC and 10kV three-phase AC. Through transformers, these are converted into single-phase 15 kV (for trains), or, following another transformation, into 1 kV, later to be rectified and turned down to 500 V DC (for streetcars). Most households receive three-phase AC, 380 Volts, separated into 3x220V AC (at 60 Hz all over at least most of Europe).
