"哈" = "Ha" (sounds like laughing, right?)
It's only part of the sentence, hard to tell whether it's a friendly expression or not.

It's a laughing idiom that people love to type. It's for the open mouth of a laughing person.
If it came in from an email, it could be encrypted email, so that's all you'll see unless you have the code or program to decipher it.

Don't listen to those crackheads who told you stuff like "Goat is God" and "Five squares". Their computers don't have a program that can read Chinese characters. You already have a couple of correct answers- "Hmph, ha ha ha ha!" is pretty accurate. Hope this helps!

I think most of us are just seeing "?????" because we don't have the language that it's in programmed into our computers. You might be better off asking someone that speaks that langauge, because the majority of us can't see the characters. ...unless you actually typed five question marks, in which case, I don't know.
