As a former hairdresser, 15% was about average. If I served a client that was an executive, business owner or just loved my work I would see 20%.
It is up to you, but if you feel that you are paying a lot already, blame the owner, not the sylist. The owner is setting the price.

It's funny...I almost posted this question yesterday!
I had my hair cut at a place that charges $40. I thought this was pretty outrageous, but my hair was starting to look like a rag mop and this was the only place close to my work (I work downtown and I was on my lunch break.). When I was finished, I handed the lady two $20s and a $10. I was standing there waiting for my change (I was going to give her $5) and she told me to have a nice day. I didn't know what to do, and didn't want to look cheap, so I thanked her and left. I've never paid this much for a haircut before, and while it was a very good haircut, I don't think it matters how much you pay for it, I think $5 is a decent amount for a cut. If you have it colored, permed, or any other "treatment" done to it that involves more work for the stylist, then maybe tip a little more?
I was sort of taken aback by this...that she would just assume that I was giving her a $10 tip, so I asked around when I got back to work, and most people say $10 is the going rate. ????? The place I normally have my hair cut charges $22, so if I tipped them $10, that's nearly 50%!

If the hairdresser is the owner should she be tipped too?

From what I have understood you typically tip a hair dresser if she is working at the salon and you like the cut or what ever that they did. It is not the norm to tip the owner of a salon because they are seen as getting a share of all of the money earned. I always tipped my hair dresser even though she was the owner because she was awesome.
The only times that I would not tip would be when I was dissatisfied with the outcome.

It is proper to tip anyone who provides a service. example...Hairdresser, Waitress, Maid, Lawncare, and even the Florist.
a good rule of thumb is about 15% of the total cost. But $5 is alright for a good cut.

Yes. I give my hairdresser $5 if I have that much and a little less if I don't or if she kept me waiting too long.
