This joke is a great way to start this answer:

Responsibility begins with parents, and those who train their children from birth hopefully can train their children the reasons not to pee in the pool. I don't remember being taught this when I was a kid; I was just told not to pee in the pool and because I minded, I didn't. With all the diseases we own today, I think all of us would like to think we could safely enter a public body of water without urine being in it.

Bacteria such as ecoli can be present in the urine and make other people very sick before the chlorine has a chance to kill all the germs. It takes chlorine up to half hour to kill all of the germs.
I have one friend who died from ecoli. It was a horrible death and once it invaded her body, even the Atlanta disease control specialists couldn't stop it from invading every organ system and taking her life. She lived a week after the doc told her she had it.
That in itself is enough for me to think twice about entering a public body of water today.
Children who use an indoor swimming pool may be at increased risk of developing asthma, research suggests. The Belgian study found rates of childhood asthma and wheeze rose by around 2-3% for every indoor swimming pool per 100,000 people. The researchers believe the key could be exposure to chlorine, which is used to keep pools clean. The researchers say the long-term effects of chlorine by-products on children's respiratory health should be thoroughly evaluated, and that pools should be properly ventilated and levels of chlorine by-products regulated. A study published three years ago by the same team produced evidence that chlorine in pools can react with sweat or urine to create harmful fumes which can damage lungs. They found found that children who regularly attend indoor pools accumulate proteins known, in high quantities, to cause damage to cells in the lungs.

It's time we as Americans show responsibility to our fellow citizens and a public body of water is a great placed to begin. It's
not hygenic to pee in a pool, it'[s rude, it's crude, and it's not something anybody would tell anybody where the lifeguard could hear as the person would be kicked out.
