TECHINICALLY? Not feeding, bathing, educating.
BUT NOT SO TECHNICAL? Not listening to him/her, not playing, not loving, again...not REALLY LISTENING (looking in the eyes), even you not wanting to hear or see your child.
NOT LOVING IS NEGLECT.

I'm not sure, but here's a story for you. At the Taste of Chicago, a woman lost custody of her child because of neglect. She claimed that she couldn't find him but that wasn't until a day and a half after she had left him. He was either found or sought out help because he was put in the lost children tent. I don't know if charges are being brought against her, but she lost custody of him and he's now being cared for by a relative. I just don't understand why someone would ever do something like that. It's evil. Imagine what the kid felt that day.

Whatver was mentioned was neglect of a child....technically neglecting a child means not providing him with a laptop....not getting him to use email...not sending him email....not allowing him to watch porno on the net etc etc

Buying a computer for a minor and not supervising him or her which would allow the child to be exposed to things like pornography or other adult-oriented content.

That is a travesty of justice. Parents are responsible for ALL actions of their minor children.

You don't keep the child fed, clothed, clean and sheltered. You don't provide for their mental and emotional needs, and don't make sure they get an education. You leave them unsupervised before they're old enough to take care of themselves. You leave them in the care of someone that is not capable of properly caring for them, or that you know or suspect will actively do them harm. You place them, or allow them to be placed or place themselves, in a dangerous situation.

Withholding physical and emotional care, abandonment, failure to provide adequate necessities (medical care, food, shelter, etc...) not taking proper intervention when the child is doing something to harm themselves and/or others.

Failure to protect your child from harmful enviornments and/or abuse.
