Have you considered that you are a minor and he can go to jail for messing with you? If you really like him, be respectful of that and back off until you are 18. That may be what he is waiting for! Do not put pressure on him or he will take off and then you really ruin your chances. Just make sure that you look beautiful when you see him and be a good listener when he talks. The more you get to know him, the more you will know if he feels the same and if he is worth the wait. When you turn 18, then look hot, get some tasty lip gloss and pucker up!

Ok, if he kisses you at this moment in time he can GO to Jail.
You at 17 are underage. By I believe one year.
18 in the US is the age I believe you are considered an adult.
So you have 2 options:
1. Throw your self at him. Get him arrested. He probably will not like that at all.
2. I know you will not like this but here is goes: Wait till you are 18. While you are waiting drop a few hints about your birthday. Ask for a kiss when you are legal as his first birthday present. If you play your cards right you could tease the comments out for a whole year and then when you are legal get your hearts desire.

By calling you "kiddo" he's trying to tell you nicely that he doesn't think of you that way. You are much too young to be thinking this way anyhow. If you press the issue, he could get in a lot of trouble. I have a friend who got mixed up with a 17-year-old and now he's a registered sex offender. Is that what you want for this guy?

According to the law, you are still underage for him to have a sexual relationship with.
However you could have a non-sexual relationship with him untill you are 18, but it still makes "him" look like he is breaking the law and being a pervert in most peoples eyes.
That may be why he still refers to you as a (kiddo).
However, him calling you (sugar), sounds like he is attracted to you, and is waiting untill you are legal, and morally OK to date.
He probably likes you, but he is waiting untill you are of a legal age, to keep people from pointing their fingers at him.
If you like this guy that much, continuiously let him know when your 18th birthday is.

If you're know the guys in his "circle", and you know what they think about you, ask one of them if he's ever talked about it. I mean, you don't seem like you'd be too embarrassed to pose a question like that, even if it got back to him.
And it could get back to him. But either way, it can only help you; you either get good information or he gets the nudge from one of his buddies that he should give it a shot. I don't think that would come across as juvenile on your part, either; it's not like you're asking him to "check the box".
The age factor may have a lot to do with it. Four years isn't that big of a deal, unless you're talking about crossing the HS/College boundary. You could wait until you graduate, but that doesn't sound like what you're willing to do.

Grow up one more year. Then he can do stuff with you and not go to jail. Just turn on the sex. Not many men will push a girl off of them that is trying to get them in bed or make out with them. Be 18 first.

Be cool.
The more you stress and worry and fret, the more you're going to give off that vibe. If he is interestsed, he'll make it known, if he only enjoys your company in a friendly way, you have to accept that, too. At this point, you can't do anything to bring you two together, you can only do something to push you two apart. Just enjoy the little bits of flirtation.

1. Turn 18. Seriously.....21 year olds with good morals and fear of legal reprecussions wouldn't mess around with a 17 year old.
2. Show a little disinterest. Through your actions...show him that you are keeping your options open....very open.
