not all provinces have "free health care" most of them require some payment of premiums. Also it is not a national system in the sense that each province runs there own programs and has control over what they offer and how the billing is handled. But once you are resident or landed immigrant you have the same access as every body else, now if only we could figure out how to end the cross border abuse of our system by illegal americans from the US!
