I wouldn't think so, mine never does. Maybe you have lice. Or your scalp is dry. Use a good shampoo, and if it still itches, see a doctor.

No, probably either dry scalp (especially if the area you live in is not humid), dandruff (small white flakes or you can use your nails to scrap a film off your scalp when wet) or psoriasis ( bigger flakes and scab looking areas). Also if you just switched shampoos or conditioners, you may have a slight allergic reaction.
