You need to read the verse before this. As you will see, God is talking about BIRDS eating those things.
Eze 39:17 And thou, son of man, thus saith the Lord Jehovah: Speak unto the birds of every sort, and to every beast of the field, Assemble yourselves, and come; gather yourselves on every side to my sacrifice that I do sacrifice for you, even a great sacrifice upon the mountains of Israel, that ye may eat flesh and drink blood.
Eze 39:18 Ye shall eat the flesh of the mighty, and drink the blood of the princes of the earth, of rams, of lambs, and of goats, of bullocks, all of them fatlings of Bashan.
Eze 39:19 And ye shall eat fat till ye be full, and drink blood till ye be drunken, of my sacrifice which I have sacrificed for you.

Who is talking? In this story, God speaks to Ezekiel, and it is Ezekiel who is told to give these instructions to "birds of every sort and beasts of the field"--back up to verse 17 to get the context.
So basically, this is a prophecy about a gruesome battle--- and how gruesome is it? It is so gruesome that the birds and animals will be feasting on the dead corpses of great men and all the slain creatures.
Not about cannibalism at all, but all the same, a disturbing passage!

Let's start in verse17:
"As for you, son of man (Ezekiel), thus says the LORD GOD: Speak to the birds of every sort and to all the beasts of the field, 'Assemble and come, gather from all around to the sacrificial feast on the moutains of Israel, and you shall eat the flesh and drink the blood."
Your verse in question follows this, so it seems that God is telling Ezekiel that there is going to be a great battle (look at vs. 11-16 and v 20), and the death toll will be so great that the birds and beast will eat the dead remains of all the slain.

Noone is promoting cannibalism. GOD is telling the prophet Ezekiel to proclaim to "every feathered fowl" and "every beast of the field" that they (the animals, not humans) will feast upon human armies killed "upon the mountains of Israel." The scene is one of scavenger animals eating human corpses after a terrible battle. Cannibalism is not even mentioned in the passage.

If you bother to read the verses around 18 you will see that God is talking to the birds, not humans. Therefore not cannabalism. This section of Ezekiel is known as apocalyptic writing. It is referring to the end of times. He is talking of how the evil and mighty will fall and the wild animals will feed upon them. In biblical times one of the worst insults to the dead would be for wild animals to feed on them.

This was a prophecy From God given to Ezekiel about Gog and Magog. I really believe this prophecy pertains to the revelations.
