Even though your terrier is smaller, your puppy understands that he is older and assumes that it is okay to follow him, just as she would probably follow you if you ran off. She obeys the dog better than you because they are both dogs and speak the same language. You will probably never speak dog as well as a real dog does, but your job is to convince the puppy (and the terrier mix too) that you are the pack leader and they are supposed to obey you, more than other dogs.

If the terrier mix was there before the little puppy, the puppy might see the terrier as a mother or guardian figure. She probably recognizes the terrier as another dog as opposed to a human. A small puppy can relate more with another dog than a human (which is pretty evident).

I agree...there's a definitely pack mentality happening here. It would seem that your puppy has adopted the terrier mix as the leader, therefore giving you no power over her.
You need to establish yourself as a leader to both dogs so that they do not look to each other as alphas. When that happens, you loose a lot of control over the animals.

I think you dog needs more excercise than she is getting from walks etc. Back yards are not the same as walking on a leash with you guiding and dominating. Wear her/him out and continue the training.

A NEWER DOG WILL USUALLY FOLLOW THE LEADER, SO I WOULD DO WHAT I COULD TO KEEP THE TERRIER FROM GETTING LOOSE. ALSO THE PUP NEEDS TO KNOW IT'S NEVER OK NOT TO LISTEN TO YOU, A SLAP ON THE BOTTOM AND A SCOLDING SHOULD DO THE TRICK.

When you get two dogs together the pack instinct kicks in and they start to wonder. My dogs do the exact same thing.
They just cant help it.
