well, it depends on the circumstances really. From me not knowing the situation, I would suggest becoming her friend first. Chances are she might feel the same way about you, but is too shy to show any signs. Just talking to her could make her day, and when you think you really have a chance Go For It!!! I don't know how many guys have flirted with me but it never led anywhere, and if they had just said something, I most likely would have said yes.

I'm shy too, but you'd be surprised what happens if you ask them out.
You have to focus on the goal and don't say petty gossip crap.
Try asking her what she likes doing the best that she never does. Then go do that together.
