She was a really lovable cat she did craw when we frist got her, but not anymore. Then one day she started to meow like she was dying. We do have a brother who does tease it and scary it sometimes. Do you thinks it the puppy, brother or both and what should I do.

First of all:

Ask your little brother to STOP what ever he is doing to her right now. That is Animal abuse. Do not tolerate him to abuse your Kitty.

Second:

She is acting like that because she is probably scared of the Puppy. Cats are solitaire creatures. They are very territorial even female Cats.

You need to be very patient and pay more attention to her. For Seniority she is the Queen there (That is what she thinks). Cats can get 'til a year to completely accept a new member in a family. To Some Other Kitties take a few months to get use to a new family member.

My boyfriend has two Cats, The female accepted me immediately, The male took a long to understand I am part of the family now and Accept me in the house, I have always being very lovely with both Cats The female jumped Over me all the time to pet her, the male was always away. I have noticed he is getting more confident with me the last 3 or 4 months. That is the Cats nature.

So, she will be cranky and nervous for a while. Once she gets use to the Puppy she will calm down. I hope!

Treat her with love and do not tolerate any one to treat her bad or abuse her.

Find out if your brother did something to hurt your cat physically. Examine it to make sure there's nothing wrong with it. I know animals can get jealous of other animals (and people) because I have had several cats and a few dogs.

Anything, or anyone new in the environment will upset kitty they like routine, they don't like any kind of change...Give kitty time, maybe a lot of time to get used to the new situation...
Some cats have taken an entire year to become compatible with a new person, or pet in the household.

I think it's the puppy, I had 2 cats and a dog and the cats will get scared and hide in my room while the dog gets close. Cats don't like dogs and dogs don't like cats.

between the brother and the feeling of being replaced or confused by the new puppy might be the problem. try some extra attention or try some for her only treats.

Cats have a lot of pride. She is probably depressed that she has such a clueless owner who lets her be tortured by a brother and lets her space be invaded by a new dog.

ITS PROBALY BOTH, UNLESS THE BROTHER HAD ALWAYS BEEN MISTREATING THE CAT. I HAVE 2 CATS AND WE GOT A LAB PUPPY ABOUT 10 MONTHS AGO AND MY ONE CAT HATES HER, ESPECIALLY IF THE DOG MOVES TO FAST, THE OTHER ONE JUST KINDA IGNORES HER, IT TAKES THEM A WHILE TO ADJUST TO A NEW MEMBER OF THE FAMILY. ANIMALS RESPOND TO THEIR INVIRONMENT, MAYBE SET ASIDE TIME TO PET THE CAT (JUST THE CAT) SO SHE DOESN'T FEEL SO DETHRONED.

Show her some extra attention, she is probably jealous! Try to get her into a routine where there is "treat time" so that she feeld like she can have something special.
