Seriously every 20 minutes at least i see her with her finger up her nose.

Just let her go for it. You can, and should, teach her it is wrong and I kind of liked that hand washing suggestion above, but eventually peer pressure will make her stop. Also, be sure to check is she isn't allergic: if she picking, she's picking something. Worse than nose picking, is having difficulty breathing because of clogged airways. We have found that this also seems to be associated with nightmares.

Plant seeds. For instance, make conversation with your spouse while your child is in the room. They are listening, even if they don't look like it.
Example. A conversation with your spouse.
Today I was at the grocery store and this lady was picking her nose, doesn't she realize how gross that is. I am just glad that we know how bad it looks.. It was so gross.

Try to use key words that your child will understand.

Gross, Yucky, Not Cool Etc.

You will be amazed at the results, expose your child to the conversation. In this case do it in a manner where she can listen and opt in the conversation.

Does she fight you when you need to wash her hands? If so make this a punishment for picking her nose. I was a nanny for a 4 year-old girl and everytime I caught her picking her nose, off to the bathroom. She eventually stopped.

ah yes the finger in the nose best thing red chilie peper and if the kid tries to lick it off they wont like it and works the same wit the nose works 99% of the time all the time

I told my then three year year old grandson that when he went to school and picked his nose, he would have no friends and people would make fun of him. As for hot pepper juice, someone in my city was convicted of child abuse for disiplining her children with it.

i babysit a 3 year old and she did and then stick it in her mouth ,dont mean to sound gross but we would tell her when she wanted a kiss or a drink out of our glass that we did not let booger eaters do stuff like that she finally got tired of the other kids getting to drink out of my glass or other things and she quit really quick

put nose plugs.... or bandage the top of the fingers... better still clean her/his nose yourself every few minutes or whenever possible. if you don't do it he/she will start eating what she pulls out of his/her nose.

How we stopped this nose picker, was we told them it was poopy, and that poopy gets in your nose, and we use tissues to get it out.
Then we said, do you want poopy to get on your hands, they of course said NO, and stopped picking ( at least in front of us)
