If your child is repeatedly calling and tying up the line so that actual emergencies can't get through, they may fine you. I have never heard of a fine for the first time, though.
It would probably depend on the child's age, too. A 3 or 4 year old, probably would just get a lecture from the cop. A older child 8 or so would probably get into more trouble because at that age should know better.
My daughter called when she was 5 and the sheriff just came to the house to make sure everyone was ok. When I let him know what happened he said oh ok, no problem and that was it.

Just make sure if the police show up at the house that they explain to the child why they can't call except for a real emergency as well as you telling them.

Grounding her is superb, yet telling her she can not use the phone in any respect may result interior the detrimental area results of her truly desiring to call 911 for an emergency and then her no longer being certain if she might want to or no longer because she may get in problem... undesirable theory. under no circumstances supply a newborn the view that making use of a telephone is "undesirable". you want to sit down down her down and clarify the priority to her. Spanking her and grounding accomplishes little without telling her what she has done incorrect and why that is inaccurate.

My 7 yr old has done it and all they did was explain the reason they should not play on the phone. I have never heard of a fine.
