In order to target the area you're speaking of there are quite a few things you can do...
Leg raises - Keep legs str8 while lying on back and raise them towards the ceiling. Lower them slowly on each repetition without relaxing them on the floor.
Knew pulls - Sit on the edge of a chair, raise your feet a few inches off the floor, lean slightly back in the chair, pull your knees into your chest and then return to your starting position.
Flutter kicks - Again lie flat on your back, in an alternating fashion, raise your legs approx 45 degrees from the floor as if you're kicking something repeatedly. Do this without resting your feet on the floor for 30 second to 1min intervals.
Running/Other cardio - Essential for the fat burning process anywhere on the body and helps raise metabolism. The cardio will increase the fat burning while the other excercise will target the muscle group to tone the area.
Good ole fashion sit-ups still work too. When you progess or want faster results add legs weights to any exercise where you're lifting your legs or if you're doing crunches or sit-ups add hold a weight across your chest for more resistence. Do a workout in any combination for 30mins a day or twice a day and you'll lose inches weekly.

It may not be fat, it may just be excess skin especially if you have lost alot of weight and gravity would have forced it all downwards, thats why its harder to work off. I have the same problem after having 2 babies.Ii'm skinny all over and my upper abs are hard but my lower abs are chubby, I work out 6 days a week 4 hours a day and i mostly target that area. I asked a doctor and he said that I will probably need a tummy tuck to be flat (which I'm not willing to do).
Contrary to popular belief, doing specific exercises do not target the fat around a specific area.
There is absolutely no way to target pecfic areas of fat. Period.
For best results, you must do aerobic activity, weight training and proper diet to lose fat. Your body burns the fat as a whole, not from specific areas.

You can do 1000 sit ups a day and that won't get rid of any fat on your stomach. All that does is tone the muscles underneath. To lose fat you need to do cardio.. running, swimming, cycling, whatever you want. Even walking. You can do sit ups too obviously, but you won't see your toned abs underneath an inch of fat.

hey hun....i have had the same problem spot for a while and have finally found an exercise that actually works on what i like ta call the foot ball belly....and you can do it standin' up!....take and stand with your hands on hips and your feet hip width apart....now take and suck your stomach in and pull your pelvis tword your stomach....you should feel a strong pull in your lower belly...now hold it for a 8 or ten count and then release....now take and do about 10 of these unless you can do more....love daisy

A lot of good suggestions here. Mine would be lower leg lifts, bicycles and sit ups. With the lower leg lifts you can either lie on your back with your hands under your butt and raise your straight legs s-l-o-w-l-y and then slowly back down (but don't touch the floor) or you can lie on your back , raise your legs straight up and then lift your hips up toward the ceiling.

exercises don't get rid of the fat overlying the muscles you're working...you need to cut down on your calories and increase cardio by running, walking, stair master, etc

Cardio Cardio Cardio. Anything from aerobics, walking, jogging, jumping rope, swimming, and dancing plus watch your fat and calorie intake.
