Sometimes. Often they're malnourished so their kittens will also be malnourished.

Outdoor cats have poorer nutrition. Outdoor mothers often have such poor nutrition that they pass this along to their kittens. They are also more susceptible to illnesses and parasites. Cats that have to kill small animals to survive frequently have a number of parasites, including tape worms which they get from eating prey. All of these factors contribute to the general poor health of outdoor cats. Even domestic cats which are fed cat food will hunt instinctively if they are allowed to go outside unsupervised. These cats too often suffer from poor nutrition and and parasites and should be checked regularly for these problems. Finally, outdoor cats simply don't live as long as indoor cats. If they don't fall victim to a car or dog. They will succumb to illness at an earlier age than those whose who are loved and pampered indoors. This is what they expect. After all, they were worshiped as gods in ancient Egypt and they have never forgotten this.
