It's actually a myth that shaving makes your beard grow in thicker. It just makes it all one length so it only appears to be thicker. Just shave everything, but do it the right way.
You always want to shave in the right direction. Always go with the grain of the hair. You don't want to pull it or irritate your hair follicles. That gives you "razor burn" or little red rash marks on your face. In other words, shave in a downward motion from the upper cheeks all the way down to the line in the middle of your neck near the Adams apple. Once you get there you need to shave the lower part of your neck in an upward motion.
When finished, use a moisturizing lotion that has a little bit of numbing effect so it's all painless and smooth. Something like Axe aftershave lotion.

I"m 31 now and I've been shaving my cheeks since I was 16. They still have not filled in all the way. I do have a very full goatee and some big patches of hair on my cheeks. So I sincerely doubt that shaving more than what is necessary will make any difference at all.

If there is nothing to shave don't shave it. If the peach fuzz starts to get to long for you then you can shave it. It will all grow in give it time, but also enjoy not having to shave regularly. :)

Yeah, I'm with Bigdaddy on this one, all scientific evidence has shown that shaving frequently does not promote growth contrary to popular opinion. Give it time, you'll grow a beard eventually.

Don't rush it, ten years from now you will wish it would go away. Shaving your hair does not make it grow in more or thicker. It will thicken as you mature.

Nobody likes a pube stash, shave anything on your face you can until you can get a Tom Selleck caliber moustache.

Not until you need to. Once you do you'll be shaving everyday. Its a drag.

It's only facial hair if it's above your neck. Otherwise it's just "fur".
