Flaunt it if you like that attention, conceal if you don't.
If you like the outfit (i.e., for tanning or whatever) but don't like him looking, stare at the tip of his nose. Then occasionally brush Your nose. He will get self conscious about whats wrong with his nose, then self conscious about his looks in general.

You know, when they're hanging out they're hard not to notice and frankly, guys notice them a lot. We're not necessarily trying to degrade you, but sex is what drives males and breasts get our attention. It's purely biological and female biology puts them right at the edge of our line of sight.
Look at it this way, they can be a tool - either for manipulation or for enjoyment. Worst case, cover up and hide them.

say hey I m up here pointing at your face.
say yo you talking to me or my boys, if youre wanting to talk to my boys ya gotta talk to me first I realize they are magnificent and amazing, and if you think they look good in this bikini you haven't seen a thing, you can't imagine how perfect they are.
If you keep talking to them you'll never know
well being a guy, I have to say that they are a distraction especially nice ones in a bikini . I ve met girls on the beach and if they have a bikini on I look and especially when you first meet you look its like " Hi my name is Paul, whats yours?" looking at face then boobs face then boobs oh man she saw me looking at her boobs. its tough. you should be happy that you have nice boobs. did I answer the question?
I don't know.

Well you can tell what he's interested in. If that's what you want out of the relationship then go for it, but that's all your going to get. I think a guy looking to be serious would respect the breast and look you in the eyes.

If it bothers you, call him on it. Ask him why does he keep staring at your chest, does he think your face is ugly. He will then most likely blush and try to keep his eyes on your face. But if he can't help looking at your breasts once in a while, maybe you should take it as a compliment.

Crystal...why would you wear an obviously revealing bikini if you didn't want guys to look???
If it really bothers you, say to the guy, "hey, I see that you appreciate my breasts, but how about checking out my eyes for a while instead?".
Works every time...for a few minutes anyways.

If you want a relationship with sex involved.. get a hotel room... but i would advise when dealing with a guy whose boob obsessed at the beach to leave him.. he wont have a good relationship with you and if you think hes cute im not stopping you..

I'd be that guy who kept accidentally letting his eyes slip... If he looked embarrassed about it, let it pass. Guys have those problems sometimes.
Edit: He may have been like me... Shy, and not wanting to make eye contact.. It can get awkward for us shy types.
If he was being intentionally obvious about it... Pull a ninja move or two and teach him a lesson!

Well, he obviously isn't very polite or very tactful.. and looking at you that way shouldn't be tolerated. I'm not sure what I'd do in that situation, but I wouldn't give a creep like that the time of day.
