i have a 40 hp elect motor and i need to remove the pulley off of the old shaft to place on the new shaft of the new motor

You do need a puller. It has two arms which will grab the pulley on the outside diameter, you tighten a bolt which pushes against the shaft. Off to the auto parts store with you now, and bring five or ten bucks.

I have an Air Conditioning business, when the pulley, or fan blade hub won't budge, heat the area with a torch, acetylene, then cool. It will slide right off.
