You cannot claim a deduction that is person to person. Your deduction has to be to a "qualified" charity. Each of these organizations have to file with the IRS to affirm their status, making your donation tax deductible.

It is completely possible to donate to something that sounds charitable (i.e. State trooper's association) but not be able to get a tax deduction.
