Yes, and it is wonderful in places like the bathroom, kitchen, or anywhere that you don't have carpet (although you can still use carpet as well). The best thing is that if you live in a cooler environment and like to walk around the house without shoes, the floor is warm. It works especially well under tile. It is energy efficient. Of course, the best time to plan for radiant heat is during the architecture stages, and prior to pouring the foundation so that it can be integrated into the design. Personally, I like tile and wood floors better than carpet because they're easier to keep truly clean and prevent build-up of allergy causing material (and dust mites).
