Depend on styles. In brazilian jit jitsu and judo it mean something. However that is because they earn the belt through daily sparring and tournament.
However in most style, all you have to do is memorize some type of dance and bingo! You get the belt.

I would like to have no belts at all and judge people on where they are skill wise than by what belt they are.
If your belt is the only thing holding up your gi than you've got oher problems.

In Karate: I wear my belt around my waist because it doesn't stay around my hips.
Outside karate: I wear a belt because I really do need to keep them up. My waist to hip ratio is relatively large (around 11-12 inches).

It's far better to earn a belt and not have it than have a belt and not earn it.
