There is not enough detail for me to tell what is going on...
Separate them - then slowly reintroduce - if they are truly fighting. Fighting = hair coming out...they may vocalize even if playing.
Here is a website that has articles on reintroducing your cats. You should especially do this if one of them is new to the house. Many people bring in a new cat without isolating him/her.
Isolating gives the new one a chance to get used to the home, while the existing cat gets used to the new cats smell (cats recognize each other by scent not smell) while not having visual contact. Please take a look at the links.
Sometimes, if there is a big age difference - the younger cat is always trying to play, and the older one doesn't want to. In this case, you should establish a play time with the younger one every night - to wear him/her out. This will reduce how much he/she bugs the older cat. Also, when you buy toys, put some of them away - when you are ready to put them out, take the toys that are out and put them away...this keeps the toys always "new" and interesting.

Put one in a cage, bring them in to a small room, let the one out side of the cage smell and check out the one in side of the cage. Then later switch the one in side with the one out side do this every day 2 times a day till they start getting along more. Also when the start getting along more feed then right next to each other at the same time this way they know to trust the other.
