what program is best for editing digital pictures and one that can keep certain parts of a picture color while the rest is black and white>?

The absolute best application for this is Photoshop CS. It is the de facto standard for digital editing and for the task that you describe above, Photoshop makes it a snap.

Well, Adobe Photoshop CS is an excellent program but it can be quite complex and difficult to learn how to use.

Adobe Elements 4.0 is an another excellent photo editor and much easier to learn how to use. Here is an exact quote from the Adobe Webpage....."Adobe® Photoshop® Elements 4.0 software combines power and simplicity to help you do it all. Edit and enhance your photos by fixing common flaws instantly or using advanced options for more control."
Another great editor that I can recommend, is Corel Paintshop Pro 10.

All our preferences come out, don't they? As said above, I think that Photoshop is brilliant - but it's complex, gives enormous facility for playing around, and is pricey. It's the professionals tool, and for good reason. I use Photoshop Elements, as I'm not a graphic design person, and nor do I like really complex software packages. Most of all though, it does everything I want easily and it's relatively inexpensive.

Adobe Photoshop is the best. You can improve contrast, color, sharpen and much much more.

Go to menu: Image->Adjust
-To make quick adjustments like Auto Level - to balance whiteness
-Color changes
-Change Hue

Go to filters->Sharpen
and play with unsharp mask to get WOWed

It is the best software and meant for altering photos. I would suggest to get video tutorials from ebay.

For what you desire to do the final software is Photoshop. besides the undeniable fact that that is complicated on the initiating and particularly high priced. a great loose software to start up off with is google's Picasa. It enables you to crop and regulate many factors of your photos. it somewhat is loose and somewhat basic to apply. i come across it to be a great starter software whilst getting a sense for image enhancing.

addobe photoshop..................we can control the colour levels simply by pressing shift+ctrl+L or we can do it manually by ctrk+L............just try it out...........
