Well, if you got a tag number and are willing to spend countless hours waiting around government offices and then testify in open court they might be fined. Might is the operative word here.

But... usually nothing happens except you get your dander up.

The report is routed to the litter enforcement unit, an elite group of specially trained officers who investigate such incidents. After the operator receives the call she runs to the belltower and activates the Litter Light, which can be seen in the sky for up to ten miles.
The Trash Troopers then scramble to the RefuseCopter and get the location of the litter enroute to the scene.
Once on the ground the troopers look for any incriminating evidence: receipts with names on them, phone numbers written on the inside of Whooper wrappers, anything that can give them a clue. They gather up the litter and dust it for prints back at the lab.
If the "perp" is positively identified, a S.W.A.T. unit (Sewage Waste And Trash) is dispatced to the subject's home, where his/her door is blown off its hinges and tear gas is lobbed into the room along with flash grenades.
The subject is then handcuffed and shoved into the back of feces-filled dump truck for the long ride back to the station.
At the station, the offender is forced to admit which hand they used to throw the litter out of the car window. That hand is then forced into a meat grinder and the resulting mangled flesh is dipped into a bucket of maggots and wrapped in the very trash the person threw in the first place.
Finally the "rehabilitated" person is thrown out of a moving car in front of their own home, while a second car passes by and throws the trash on the person as they lay dying.

Someone dropped a giant bag of trash in my mom's front yard; and because of the contents, the culprits were identifiable. So she called the city office and reported it. The trash-droppers were given a time limit to clean up the mess or pay a fine. It was gone the next day.

The law enforcement agency that gets a call like that really does probably laugh (unless it is a VERY large item or something else dangerous). They are probably busy with other more important calls. Also, if you call in anonymously, they won't have anything to go on if the issue ever went to court - because there is no witness. You are more likely to see something happen if you are willing to give your name and contact information.

Your fenders rot off. Also, the person that you report is the son of the guy who works at the trash pick up service, and the next morning after you report it, there will be a whole truckload of garbage dumped on your driveway.
It's America, baby! Things have changed.

You mean I could call the cops right now and report everyone who gave me a hard time today, including my boss, saying I saw them litter and that's all it takes to get them fined?

just kidding.

luckily I am not that mean or stupid. But, some people are. (I knew two friends who got in a fight and one called family services on the other just to be vindictive).

People make false claims and reports all the time. I certainly hope some bitter ex bf of mine can't just call the cops and make up stuff and get me fined over and over. He could make up lies like crazy and tie me up in court for months straight! He could lie and say he saw me ...drive drunk, streak through the front yard, slap my kids....gee if one eyewitness account could be enough....
.... one mean evil vindictive person could ruin someone just for kicks.

I hope it isn't that easy!

It will usually not be pursued unless the litter becomes a nuisance or hazard to traffic or public safety.

Keep your eyes on the road. Or park it and pick up trash. The litter police will give you candies, or tickets which you can redeem for PRIZES!

It you have their license plate number they could either get a warning if you have more than that such as a picture of them with a camera phone or a bag of garbage tracing back to them they will get fined pretty big too 500.00 dollars.

They may be ticketed, but if they fight it you would be the only witness!
Also, you will get harrassed for talking on the phone whild driveing!

I just pass them and drop a bowling ball in front of them!
