Cats have great control over their tails. A cat's tail isn't prehensile (flexible enough to wrap around and grab things, like some monkeys can), but it's still useful.

A cat uses its tail to balance while jumping and running. Cats also use their tails to communicate. The higher a cat holds its tail, the happier and more confident the cat. Cats with tails held high are also cats who are not in attack mode.

Cats aren't in total control of their tails, but after a few evolutionary steps, I bet they will be. *grin*

They can control their movement of their tail anytime. Just make your cat made and look at it's tail.

I just read the answers and no one put about how the mama cat uses her tail to train her kittens. She will wiggle and swish it so the babies will play with it. As they get bigger she will be more aggressive and swat them sometimes to show them they have to beware of enemy's south paw! Cats wiggle their tails when watching birds or anything before attacking it. I think I read that wild ones use it as a signal of attack when in groups.

ummm..Lets do an experiment..You get your cat good and mad..Really Mad then watch his tail...We will control his tail movements...Watch his claws two tho..Whew! I'd rather be mauled by a dog than fight off a cat!

yeah. they have bones in their tales. look at a cat skeleton. their tales also help them with balancing.
