how can u have a black and white picture but have certain things still in color like what program do u use or what

Photoshop is what most people would use.

see what you do is you use Adobe photoshop or many other types of photo editors. and the concept you might under stand this through is if you were to apply a translucent paint to a picture then have the ability to get it exactly where you want it and erase it if you messed up. EX: if you want to keep the eyes their original color you would paint the entire thing with the translucent paint and erase around the eyes just perfectly

Photoshop can help you

(1) Copy image to layer
(2) Select & Cut section of color image in Layer1
(3) Create new layer2 and paste
(4) In layer1
Go to image->Adjust->Desaturate
to make it b/w
(5) In layer 2, Go to image->Adjust->Hue/Saturation
to make color changes

Use a matte finish spray on the print, use color pencils to touch up the picture, respray with matte finish to cover it up.
