Im new to house flipping, and i see alot of boarded up homes in up and coming nieghborhoods, how do you get in touch with the owners to see if they want to sell?

Go to http://brtweb.phila.gov
If that link doesnt work go to http://www.phila.gov and click on the link "view property information" on the left hand side.
You can search by individual addresses or by entire blocks.

Contact the County or City Department of Housing Authority.

It's in the tax records of wherever you live. You might be able to find out online, or you might have to go to wherever those records are kept and research it.
If you have a realtor friend, they can do it for you online.
Then you'll know whether it's owned by an individual, or about to be sold for back taxes.
Those sales are usually advertised in local papers in the classified section.

The county I live in has a on-line data base with the county/ city tax office. I type in the address and it has who owns it. Sometimes you can get property for back taxs owed.

It should be a matter of public record. Call the local city hall and ask how you can check the public records.
