It all has to do with taste and smell....they go hand and hand. It is kind of like when you taste something and maybe smack a bit to figure out if you like it or not. The smell of something enhances the taste, so they are smelling and tasting all at the same time.

I know that other animals sniff a potential mate to see if she's in season. I saw on TV that some have a special organ in their head (I'm not making this up) that does this, and their mouth seems to quivver.
Maybe that's what dogs do...it would make sense.

it means they're excited about this new taste and smell. they are learning about the other dog. the lip thing also occurs when dogs smell something intriguing.

I don't think I have ever seen one dog taste another dog's pee. I would assume because it tastes bad though. I don't want to taste pee....
