I've always had hair difficulties too, and when I was your age there wasn't anyone around to tell me what to do with it. So, I feel your pain. =)
About 5 min. after you wash it put a straigtening serum in it (clear, thick liquid). You only need about a half dollar size amount with your hair length. Concentrate on putting more of it on the last few inches of your hair. Then, when you blow it dry make sure you're drying DOWN the hair. Don't blow up, or it'll make it poof out. Can you get a straightening iron? They're only about $15, and they're good for straightening hard to manage hair. But, only use on dried hair.

frizz-ease... pantene makes a product... now days there are several hair products (shampoo's and conditioners) aimed at working on your hair chemically (haven't tried any of those yet, so no experience there)
I will say however that the BEST!!! product for frizz reduction that I have ever used is:
Loreal Vive Smooth -Intense Anti-Frizz Cream
It comes in a short orange/bronze 4 oz. bottle... last for up to 48 hours which is great for flat-ironed/straightened hair... It isn't greasy at all which can be a problem with serums....esp. if you use too much... It is a conditioner so not only does it help but it is AWESOME for your hair too!...

I know this will seem odd, but while your hair is still wet try this. Get your hands wet. Put a little vasaline on your hands and spread it around evenly. Then run your fingers through your hair until it is spread all the way through. Make sure you spread it all the way to your ends. Don't use too much or it will just be greasy and stuck to your head like gel. Vasaline is the cheapest and the generic ones are even cheaper. But gel works too. I just don't like the smell. If you use too much vasaline you can towl it out. If you use too much gel it will wash out. Vasaline is the best conditioner. When you wash your hair it is alot smoother if you've used that.
I wouldn't use any hair straightening chemicals. Just soften it. If you can blow dry it straight, that's nice for a change. But be yourself. Just make your hair healthy and manageable.

Try stuff for frizzy hair like frizz ease or seen as your 13 and properly not very rich try hand lotion's they work just as good, you could be straighting your hair too much, try not to wash it too much or get a good cut, have days when you can go curly to give your hair a rest x

after you straighten it take a small dab of either conditioner or lotion and rub on your hair it will "set" it. as for it being frizzy do you straighten it dry or wet. if you let it dry completely before trying to straighten it you should be fine and also take your time dont straighten too much at one time. make sure you go from crown to the very ends several times per section. hope this helps you sweetie.

OK when you str8n your hair I'm assuming your using a flat iron...so if you are take your hair in pieces, put oil and gel on and then apply the straightner. That will calm the frizz. If your caucasion...forget the oil and just use a bit of gel.

You should probably start with a good cut, you may have dead ends and that will cause the frizzies.
