In-home electronic monitoring means ankle monitoring. If it doesn't use the word electronic then it is possible it means house arrest and your parole officer has the right to drop in at any moment to check up on you.

this means House Arrest... the put a little black device on your ankle and it detects where you are... if you pass the imaginary line that they told you not to pass the black device will send a message to the Correction Department and they will call or go to your house... you will also have a parol officer and in some cases they even let you have a job but you have to be home by a certain time.

It means if you have been convicted of a crime, you will serve all or part of your sentence confined to home, probably wearing an ankle monitor that transmits your location. You are still considered a prisoner, but you aren't taking up space in a prison, and your family gets to feed you instead of the taxpayers.
