This is true. I have witnessed it myself.
They do at times do fly upside down during periods of bad weather. Ornithologists, and bird experts arent sure why they do this, but many including me theorize its a method for grabbing on to branches upside down to limit the amount of water on their back which is harder to dry than the chest feathers.
