They don't have to be doing something every second in there. If you notice that the restroom is sparkling clean and neat, they did their job. Once you leave, they clean after you.Tipping is a personal preference but a dollar is a good tip.

Just because the attendant may be sitting doing nothing it is still considered working. Yes Tip the attendant.. After each person leaves if no one is in the restroom, the attendant keeps the sinks clean and other things ..

Just because you don't see them working at the moment don't mean they have done nothing. If restroom is clean and well stocked you should tip. FOR SURE if you use towels that need washing or lotions etc.

Well, they have been keeping the room clean for you and well stocked with paper towels, etc. so you might tip anyway. But if you use some other product (lotion, cologne, etc.) or a towel which must be laundered, then a tip is absolutely in order.

A quarter for a pee if they're doing nothing. A buck a poop. If they actually do an outstanding job with towels and all and the place is immaculate, it might be $2.

Yes, of course you should. They are underpaid because it is assumed they will get tips.
For heavens sake, these are poor human beings. Even if you are not sure, why not err on the side of generosity?

If he has cologne, combs, mints, etc then you should tip. That stuff was bought with his own money not the restaurant or hotel.

I usually do. Even if they are not doing anything at that moment, they probably do some work at another time.
