A polite place i think would be on the beach, even if it was a hideous leopard print design. Or at the pool you could open the umbrella. lol

It is never polite to open an umbrella with a hideous leopard print design, unless you first ask everyone around you if they have any objection to hideous leopard print designs, and give them an opportunity to avert their eyes from the hideousness.

I must ask, why would you want to open an umbrella when it isn't raining? Hmmmm? Nobody cares what the design is. Are you a teenager who thinks you have a universal audience?

The most polite place to open an umbrella is on a porch, foyer, garage port; but never within room with four walls.

You can open it anywhere outside. If its not raining try not to open it when there is a lot of people though. If you in a busy area, dont take up more space and open it. But if there is sun you may want one, to protect yourself.

Best not to do it in the car, you'll poke your eye out. As for the print, no accounting for taste.
