In verse 9, it clearly states Isaiah searching for the Lord throughout the day and all the world will be judge by the God and will know of His righteousness.
In verse 10, it states that favor will rain on the just as well as the unjust but the unjust will not respect the grace and righteousness of the LORD. The unjust lacks the understanding of HIs mercy.
ISAIAH 26:9-10 CEV
Throughout the night my heart searches for you because the decision show everyone on this earth how to live.
Even when the wicked are treated with mercy in the land of justice they do wrong and are blind to your glory glory our Lord.

Isaiah is praying for Salvation. He wants to seek God early for God to judge the Earth for His people to learn righteousness. For grace to be shown to the wicked because the wicked will not learn righteousness in a land of unrighteousness because the wicked will always deal unjustly without having the majesty of the Lord God

I think it means to trust in the Lord. Isaiah is illustrating that he has desired righteousness always, but the wicked won't be righteous until His judgements come, then in 10 it seems he says, even if the wicked are shown the truth, they still won't "get it"
I see it as, a lot of people say they'll believe it when they see it, but honestly, they still won't believe because they don't want to. I like a quote from "The Santa Clause" movie,
"Seeing isn't believing, believing is seeing."
John 20:29 "Jesus saith unto him, Thomas, because thou hast seen me, thou hast believed: blessed are they that have not seen, and yet have believed."
Faith is the belief in things hoped for, things not yet seen.

9. [With] my soul I longed for you at night; even [with] my spirit within me I beseeched You, for when Your judgments [come] to the earth, the inhabitants of the world learn justification.
[With] my soul I longed for You in my exile, which resembles night, to perform these.
even [with] my spirit within me I beseeched you I beseeched You for all this. Why? Because, when Your judgments come to the earth, when you execute justice upon the wicked.
the inhabitants of the world learn justification They learn to justify Your judgment and to acknowledge Your standards for they see the sinner punished and the righteous receiving a good reward.
10. Shall the wicked be favored-who did not learn righteousness? In the land of uprightness he deals unjustly, and he does not see the pride of the Lord.
Shall the wicked be favored who did not learn righteousness Should you favor the wicked Esau, who lived between two righteous men and did not learn righteousness?
in the land of uprightness Jerusalem and the Temple, he will deal unjustly, to pillage and spoil and to destroy.
and he does not see the pride of the Lord He did not regard Your pride and greatness. The expression, וּבַל יִרְאֶה, (lit., he shall not see,) is an expression of a habitual act, meaning: he did not see, he did not regard. Comp. (Job 1:5) “In this manner, Job was wont to do (יַעֲשֶׂה).”

It is part of a song about salvation. YOu have taken only a small piece of something when there is much more of it that could be much better understood if you take the whole idea. Not hard to understand if you don't take just a small piece.

I find this scripture very deep. It's meaning seems to be coming to life in the world today. I say everybody better look up to the eastern sky. The time is growing short.

I think it is historically correct. I think it is also prophetic of a time to come literally. I think it is figurative as well because it describes what happens to a human being when his useless strongholds of pride are gone and he turns to the Lord in repentance.
Thanks for the link and I use NIV too.

It was a song of praise unto God. Sometimes you have to look a few verses ahead and a few verses behind to get the whole meaning of what is being said. He is meditating on God day and night.
