why isn't the picture stable on my hdtv with OTA antenna in downtown chicago?

to clarify, this is a digital antenna in a condo building facing the sears tower. the picture is stable for a few minutes, then gets pixelated and choppy at times.

Some causes of poor reception is multipath issues. The signal gets bounced around by solid objects (buildings), and causes breakup.

Not stable? Does that mean sometimes you get a good picture, and other times it breaks up into blocks? If you do get a good picture sometimes, you antenna is working. However, it is probably not directional enough to eliminate reflected or other interfering signals. You can try moving the antenna aroung and placing in different locations. However, you may need to go to an outdoor antenna.
