The discharge is normal, so is him keeping himself clean
It is smegma, very common under the foreskin of uncircumsized male mammals. Of course we haven't examined him, thought that kinda went without saying. Save us from the people giving advice who obviously know nothing about the subject.
LOL! I am guessing that Jeff is circumsized!

Get him to a vet and have it looked at. Anyone here is is telling you that it is normal is an idiot. They have not examined the dog and can not tell you what is normal and what is not. Only a vet can do that. If he has an infection it can spread and become a big problem.

Take that poor dog to the vet, and get him on some antibiotics. He has an infection of some sort.

This is normal the only thing you can do is clean it or clip the hair from around the area.

someone said to clip the hair around it - NO NO NO! the hair is there for a purpose and it helps keep out dirt and stuff.
