First question is why? Why don't you want to use an IC? Chances are you will not be able to make the circuit better than an IC. Now, if this is for a class, then look at the circuits in your textbook. If this is for leisure, use an IC ... it's what everybody else does (if they don't use a processor).

I would recommend going to a library and checking out some communications books. No one is going to know how to build that and if they did most likely they would want to sell it to you.
