Whether urine is sterile is irrelevant, as only idiots pee on their own hands (but for the record, urine *IS* sterile). The fact still remains that if you've showered then your penis is cleaner than your hands are and as such the questioner is right that you should wash before touching the clean parts of your body (assuming you are a man and only standing up to pee). Personally I would rinse my hands just to put at ease the minds of the hypochondriacs but not waste the soap.
By all means, consult your doctor....he'll tell you the same thing.

The majority of the answers here all advocate that washing your hands is required after using the toilet, but consider this- after using the loo you go to the basin and turn on the water, immediately contaminating the tap/faucet with any bacteria on your hands, and transferring additional bacteria already on the tap to your hands.
You then wash your hands removing a large percentage of the contamination, but upon turning off the tap - immediately reapply the contamination you had in the first place.
This is even worse when the last person to use the tap was contaminated with fecal bacteria, which you now have promptly absorbed.
The first and last things you touch when you enter the loo is the door itself - how many other people have touched this and what bacteria are they carrying.
Ever wondered why people that are scrupulously clean in both their habits and households have the highest number of days off work/school with gastric related illnesses?
Its because they have no natural imunity.

Urine is not sterile...it's bodily waste.
And your penis might be cleaner than your hands, but I'm willing to bet it's not exactly clean... You have a lot of dirt, germs and bacteria (not to mention sweat...eew!) living in your crotch. Also, the dirtiest part of the body is...hair! Any hair, not just pubic. All hair is very porous, so it absorbs everything.
Also, your penis is very close to your anus, and that area is NOT clean. Not washing your hands after you use the toilet spreads germs, bacteria, and hepatitis A.

How is your penis cleaner than your hands though? Its been in a rather sweaty, dark environment (we would pressume) and you know, willys do whiff a little.
I mean if you want to wash your hands before and after then good on you, I just want to say that I think you are rather mistaken on the cleanliness of your genitals.

urine might be sterile at the time of leaving your body but, having worked in pubs and having to pull drunks out of toilets at closing time, the smell of stale urine is disgusting and pungent, now imagine that smell was on ur hands?? not nice for you or the people who are near you so it makes more sense to wash your hands.

it was reported that at a service station at a check-out they had a dish of mints ( help yourself to one) and they done a test on the remaining mints and they were discovered to have 11 different urine traces on them. Thats a good reason if any to wash your hands.
