You could do a theme present-
Romance: A bottle of wine, 2 glasses (you can find em at the dollar store), some massage oil, a candle and maybe some bubble bath?
Picnic: A blanket, a picnic basket, plastic plates & utensils
Laundry: A laundry basket, dryer sheets, stain stick, soap
Bed Set: Two nice pillows & pillow cases, and a candle
Movie Night: A cute wedding related movie (The wedding date, My best friends wedding, Meet the Parents, etc), a box of popcorn, 2 boxes of movie theater candy they enjoy (Dollar Tree carries these), and a big bowl for the popcorn
Or, maybe just a nice nighty for the woman to wear for the man?

Definitely check the registry first --- most likely there's something on there that you can afford. If not, try this book -- it's called The Book of Us: A Journal of Your Love Story in 150 Questions. There are many questions that a couple answers about various times in their relationship, including dating and courtship all the way to their 25th anniversary. They can jump around and fill in what they like, and it's also something that they'll remember you for when they're filling things out as they have children and go on with life. I just gave it to my boyfriend's brother at his wedding and he and his wife loved it. Only about $12. Good luck!

Have they registered somewhere? When one of my girlfriends married last fall, she registered at a few different places, and there ended up being several things I could afford (even on my part-time-job-college-student budget!).
A gift I ended up with was a carafe (if that's spelled right, it means one of those coffee-pourer thingys you see in restraunts), because she loves coffee.
Go for something that fits their lifestyle. Like the coffee thing, or if they're, for example, movie buffs, get them a new DVD.
Your gift doesn't have to be wedding-related. Just something you know they'll like.

Two ideas come to mind: arts and crafts, and kitchen utensils.
Arts and crafts: make them a "First Christmas Together" ornament, or buy one at Hallmark. Buy a potholder loom, and weave them potholders in their wedding colors, or in bride-and-groom motif (say, a white one and a black one), or in Christmas colors. Buy a small white model limo or white model car and paint their names and wedding date on the car. (I did this for two of my friends.)
Kitchen utensils: buy a whole set of utensils: spatula, whisk, measuring cups, and so forth. You could also buy them bride-and-groom salt shakers. Paint their names and their wedding date onto the figures.
You could also buy them videos with wedding themes, such as "Four Weddings and a Funeral".

Can't go wrong with candles. You can go in any Dollar Tree (where everything is a dollar) and load up with them. Everyone loves scented candles and newlyweds I am sure will put them to good use ;)
