.....They can say it for 2 reasons.
1.They really r to busy trying to get there lives together where,,it wouldn't be right to be in a relationship they wont physically be there for
2..Or he could just be saying that because hes not interested in you.

Time is a question of priorities. So it means, he has more important interests than you.
It's on you to find out, which other activities he prefers. If it's reading a magazine, you are worth off than if he's learning for a final test at university.

maybe they're too busy or maybe they are too busy for you...depends on the person and situation. sometimes people get busy with life...but it eventually eases up..then they'll have more time for you. ask them, "when will you be free?"
