1 cup = 8 oz
3/8 Cup = 3 oz.
or 1/4 + 1/8 Cups

a cup of dry measure which uncooked rice is equalls 8 oz,
3ozs is just short of a half cup. and that would fall half way between the 1/4 make and the 1/2 mark on your measuring cup.

you'll have to get a food scale. or maybe a cook book will have a conversion table in it. but I don't think 3 oz is a lot of rice

use a digital scale, that is the most accurate way to measure, by weight
