They are called chiggers. They are little mites that burrow into yoru skin. They are not harmful and will eventually go away. They tend to like getting around the edges of clothing and you get them when out in woods or at a lake or in a field, etc.

I'm pretty sure by your description that you have hives, if you wore sunscreen sometimes that can irritate your skin.
Red, bumpy, scaly, itchy, swollen skin-any of these symptoms can signify an allergic skin condition. These skin problems are often caused by an immune system reaction, signifying an allergy. Allergic skin conditions can take several forms and are due to various causes.
Hives or urticaria are red, itchy, swollen areas of the skin that can range in size and appear anywhere on the body. Approximately 25% of the U.S. population will experience an episode of hives at least once in their lives. Most common are acute cases of hives, where the cause is identifiable-often a viral infection, drug, food or latex. These hives usually go away spontaneously. Some people have chronic hives that occur almost daily for months to years. For these individuals, various circumstances or events, such as scratching, pressure or "nerves," may aggravate their hives. However, eliminating these triggers often has little effect on this condition

Although it could also be chiggers, the chemicals or proteins in a chigger's saliva will cause itching in the area where the tiny red bug feeds. This itching is delayed; we sense intense itching about 24 to 48 hours after being exposed to chigger bites. Some itching might be detected in 3 or 4 hours but the worst sensations (a day or two later) are what fool us into believing that we picked up chiggers (or red bugs, as they are sometimes called) in our lawn.

The lake could have a an ecoli problem. I have seen this before. Barring any alergy you may have with sun tan lotions or nuts, or strawberries. Keep out of the lake water for a couple of days and try calamine on the affected areas. If it clears up it is probably contaminated water. It could also be chigger bites. They usually bite around the elastic area.

If it looks like bites, it could be chiggers.
