i dont know how to go about figuring out where they store or keep them for me to go there and get me a copy of it!

The only place to get a birht certificate with the raised seal is the City County Building in which you or your child was born

you are referring to a notarized document . . you should call your local governmant office to find out what the procedure is . . it costs something but is relatively straightfoward to obtain
